Dov Litvinoff, born in 1960, has been the Mayor of the Tamar Regional Council since 2004. Mr. Litvinoff received his B.A. in Multidisciplinary Studies in Social Sciences and Humanities at the Ariel University, Israel. He has a degree in marketing and hotel management from the Technion Israel Institute of Technology and is a graduate of the Kibbutz Seminar College of Education with a degree in physical education. His public positions include: the chairman of Economic Company for the Dead Sea Region Ltd., the chairman of Efaa Environmental Refuse Foundation Ltd (the largest site in the Middle East) and the chairman of the Dead Sea Drainage Authority. He has served as director of tourism for the Tamar Regional Council, director of the community center, serves as a board member of the Dead Sea and Arava Science Center and is a member and partner in the Partnership 2000 program.
The Tamar Regional Council, the lowest place on earth, is located at the Judean Desert in southern Israel. Its extreme climate conditions (45+ C in the shade in the summer) make it very unfriendly for human habitation.
However, 1350 residents reside in this region in 6 different communities: Moshav, Kibbutz and villages. The famous Masada Mountain – a Jewish National Heritage Site sits at the heart of the Tamar region and houses the Culture in Nature Hall (established in 2011) and recently the Dead Sea Research Institute which is a state of the art facility that will explore life in extreme conditions such as at The Dead Sea. The area boasts 4500 rooms in 15 hotels and guest houses along the Dead Sea shores and over 2,000,000 tourists visit the area annually. Dov Litvinoff has also established in the region the largest waste disposal site in Israel which has provided jobs and a refuse solution for the whole country including asbestos.
Culture in Nature is a very important aspect of the area and the Tamar Region boasts the outdoor concerts at the foothills of Massada annually performing well-known events such as the Israeli Operatic Society – La Traviata, Carmen and more – Jean Michel Jarre ‘Save the Dead Sea’ electronic music concert.
Mr. Litvinoff was the founder and chairman of the Tamar Festival (an annual music festival for all ages) and also founded the -424 rock festival that is the biggest and most popular of its kind.
