The Chairman of the Board of Israel Discount Bank
Joseph (Yossi) Bachar is the Chairman of the Board of Israel Discount Bank, the third largest bank in Israel.
He was appointed to this position in January 2010. Dr. Bachar was the Director General of the Ministry of Finance in Israel from 2003 to 2007.
In that capacity, he was in charge of advancing structural reforms and privatization processes in the economy, the most important of which is a comprehensive reform in the Israeli capital market, which has become known as the “Bachar Reform”.
Prior to joining the Government, Dr. Bachar served as the Managing Partner of Arthur Andersen in Israel, for almost eight years.
From 1991 to 2001, Dr. Bachar served as a faculty member at the Business School of Tel-Aviv University.
From 1986 to 1991, he was a faculty member at the Graduate School of Business at Columbia University.
Dr. Joseph Bachar holds a B.A. in Economics and Accounting from the Hebrew University in Jerusalem.
He also holds an Israeli CPA license. Dr. Bachar received his MBA and Ph.D. in Finance from the University of California, Berkeley
